Based on the requirements of the public interest,
and based on the minutes of the meeting held on May 13, 2025, at the General Authority for Water Resources, in joint coordination with the Ministry of Energy and the Ministry of Economy and Industry, regarding the establishment of the necessary controls for the establishment of filtered and mineral water bottling facilities.
And based on the free market economy policy and the abolition of the monopoly and exclusivity of public sector establishments in this field,
The following is decided:
Article 1: The establishment of water filtration and bottling plants is permitted throughout Syria, whether the water source is groundwater (well, spring, or surface water, river, or lake).
Article 2: The applicant shall be granted an industrial permit in accordance with the requirements and instructions of the Ministry of Economy and Industry, after obtaining the approval of the Water Resources Authority regarding the appropriate water source.
Article 3: Adherence to the conditions specified by the Ministry of Energy and the conditions of the Ministry of Economy and Industry, ensuring that no harm is done to the water supply and that the specifications specified for filtered water are adhered to in terms of quality and manufacturing conditions.
Article 4] This decision shall be communicated to those necessary for its implementation.
